Project Update: August 14, 2020
Representatives of Dominion Energy informed the Town of Cary of the intent to install a nearly 5.5-mile gas line along existing rights-of-ways in Chatham County (to be known as Phase 2A). This route is part of Phase 2 of the project, which started in 2018; construction will begin in September 2020. The gas line is expected to be in service by the end of the year. The Phase 2B route is still being finalized and will not start in 2020. Dominion plans to initiate community outreach once the route is finalized for this section. The purpose of the project is to ensure continued compliance with regulations while meeting customer demand.

Transportation & Facilities Department
NCDOT is proposing to widen Aviation Parkway to a 4-lane median divided roadway with curb and gutter. Extra wide outside lanes will accommodate bicycles, street-side trails and sidewalks that will serve pedestrians. Right of way acquisition is scheduled to begin in 2024, and construction is anticipated to begin in 2028. The estimated project cost is $36,027,000.
NCDOT and the Federal Highway Administration (FHWA) are proposing to build a new, limited-access toll facility from the N.C. 55 Bypass in Apex, to the U.S. 64/U.S. 264 (I-495) in Knightdale. This proposed highway will improve mobility and reduce traffic congestion south and east of the Raleigh area while improving the regional roadway network and connecting several towns. Construction will be in three segments, each with a construction timeline. The estimated cost is $2.2 billion.
- NC 55 Bypass to US 401 (R-2721): Begin construction in 2020
- US 401 to I-40 (R-2828): Begin construction in 2020
- I-40 to US 64/264 (R-2829): Begin design-build contract in 2029
In August 2019, NCDOT and the Southern Environmental Law Center signed a settlement agreement which allows the N.C. Turnpike Authority to proceed with the project while simultaneously setting in place protections for clean air, clean water and endangered aquatic species. See the NCDOT press release here.
Crossroads Junction, the I-40/I-440/US 1/US 64 Interchange Project (I-5701 and I-5703)
NCDOT plans to redesign the I-40/I-440/US-1/US-64 Interchange to relieve congestion and address the heavy traffic volumes flowing through the area. Designing an interchange between two highways is not a typical roadway widening project that residents are most familiar with. There are different types of interchanges, each operating differently.
Due to its close proximity, the Walnut Street interchange will likely be impacted. NCDOT held focus group meetings and a public meeting in Spring 2019. The focus group meetings will be used to inform Crossroads, Centrum, HOAs, and local homeowners of the future project and gather input. Right of way acquisition and construction are scheduled to begin in 2024. The estimated project cost is $ 179 Million.
NCDOT is proposing to revise the interchange at Airport Boulevard and I-40 and to construct an auxiliary lane on I-40 from Airport Boulevard westward to I-540. A Diverging Diamond Interchange (DDI) design is proposed to accommodate the heavy left-turn traffic at the interchange ramps. A public meeting was held on January 30, 2018. The estimated project cost is $34,220,000 with construction estimated to begin in late 2019.
NCDOT is revising the interchange at Aviation Parkway including a new off-ramp and loop from I-40 westbound to southbound Aviation Parkway. The existing on-ramp from Aviation Parkway northbound to I-40 westbound will be relocated and lengthened to allow the proposed loop to be constructed.
The project will also replace the existing bridge on Aviation Parkway over I-40, adding sidewalks and widening the new bridge. The project cost is $25,333,000 with construction anticipated to be complete in 2020.
NCDOT is planning to improve the I-40 and Chapel Hill Rd (NC 54) interchange. The project will construct turn lanes at both exit ramps, rehabilitate the bridge deck and add sidewalks. This project is in the City of Raleigh and directly adjacent to the Town. Raleigh is contributing funds to build new sidewalks on the north side of Chapel Hill Road. Sidewalks exist south side of the road. Some directional closures on Chapel Hill Road with detours during the night are expected. The project cost is $2,700,000 with construction anticipated to be complete in 2020.
NCDOT is proposing to improve the Beltline (I-440) between Walnut Street and Wade Avenue. This project includes widening the road from four to six lanes, replacing pavement and bridges, and upgrading interchanges. Built in the 1960s, this is the oldest section of I-440; it has nearly triple the statewide crash rate for similar facilities and is in need of rehabilitation as well as improvements to address capacity and substandard design elements. The estimated cost is $410 million with construction anticipated to be complete in 2020.
NCDOT is planning to extend Louis Stephens Drive from O’Kelly Chapel Road in RTP to Poplar Pike Lane in Morrisville. The project includes building half of the future four-lane median divided road (the two northbound lanes) to be utilized as the interim two-lane roadway. The project will include a street-side trail and other pedestrian facilities. The extension will improve connectivity as well as provide a parallel alternative to NC 55. The project cost is $8,059,000 and construction is scheduled to begin in late 2019/early 2020.
NCDOT is planning to construct a grade separated railroad crossing at Maynard Road and is currently gathering data, updating concepts and analyzing alternatives. The primary need for this project is to improve traffic flow and safety on this thoroughfare. Total estimated cost for this project is $38,000,000, and construction is scheduled for 2024.
NCDOT is proposing to widen Ten Ten Road from Apex Peakway to Kildaire Farm Road including replacement of the existing bridge over US 1 and improvements to the intersection with Kildaire Farm Road. The primary need for this project is to address delay and congestion currently present along the corridor. A public meeting was held on March 1, 2018. The estimated project cost is $94,000,000 with construction estimated to begin in 2029.
NCDOT is planning to construct a grade separated railroad crossing at Trinity Road and is currently gathering data, updating concepts and analyzing alternatives. The primary need for this project is to improve traffic flow and safety. Construction and detours will be coordinated with the Maynard Rd Grade Separation project (P-5718). Total estimated cost for this project is $40,700,000, and construction is scheduled for 2024.
NCDOT is investigating options for improving U.S. 64, including pedestrian and bicycle accommodations. The need to improve this corridor is demonstrated by increasing traffic volumes as well as the number of crashes being nearly double the state average for similar facilities. NCDOT held two public meetings to gather community input. The estimated project cost is $177,000,000 and construction is anticipated to begin in 2025.
NCDOT is proposing to widen Wade Avenue. Project planning is underway. The estimated project cost is $47,520,000 and construction is anticipated to begin in 2027.
