The Stormwater Division implements improvements to the stormwater system to prevent flooding and property damage. Improvements include adding or repairing catch basins, pipes (excluding residential rain gutters and downspouts), drains, culverts, open ditches, creeks and rivers that carry unpolluted stormwater runoff.

Bayoak Drive Storm Drainage Improvements

Overview: This project focuses on improving the storm drainage infrastructure under Bayoak Drive in the Dutchess Village Subdivision. The existing storm drainage system is inadequately sized and is beginning to show signs of failure as a result. In addition, the home immediately upstream periodically experiences flooding in the crawl space during heavy rainfall events. This project is funded through the Stormwater Capital Improvements Requests—Public Property Project (Policy Statement 146).

Details: This project will improve the drainage both under and in Bayoak Drive.  The improvements are anticipated to consist of:

  • Add a parallel 48-inch culvert
  • Replace failing sections of existing 30-inch culvert
  • Install two additional catch basins in Bayoak Drive
  • Repair one existing catch basin

This project will result in a temporary road and sidewalk closure of Bayoak Drive between Joel Court and Thensia Court for a few months during construction.  Please refer to the map below for the project location.  Access to properties will be maintained throughout the project.

Schedule:
July 3, 2020 Update: The project is substantially complete, and Bayoak Drive is open to through traffic.

Highland Trail Storm Drainage Improvements

Overview: This project focuses on storm drainage improvements along Highland Trail between Kelty Court and Loccharon Drive. A sinkhole developed from a deteriorating pipe. In addition, several storm drainage pipes in the area were found to be in poor condition.

Details: This project will consist of:
• Removing and replacing existing storm drainage pipes
• Removing and replacing existing storm drainage catch basins
• Installing new curb and gutter
• Installing new residential driveway aprons

This project will result in the temporary closing of Highland Trail between Kelty Court and Loccharon Drive for the duration of the project. Detour signs will direct traffic during construction, however, access to properties will be maintained throughout the project.

Two Creeks Storm Drainage Improvements

Overview: This project focuses on improving storm drainage on and under Two Creeks Road between Planetree Lane and Selwyn Lane in the Kildaire Farm Subdivision. The existing storm drainage system (3-48" corrugated metal pipes) frequently clogs and is nearing the end of its service life. Funded through a combination of Stormwater Capital Improvements Requests--Public Property Project (Policy Statement 146) and Street Drainage Improvement funds, this stormwater infrastructure project addresses street and residential yard/crawlspace flooding. 

Details: The primary components of this project include:

  • Replacing the existing round metal culverts with larger concrete box culverts
  • Adding several street storm drains to provide adequate street drainage
  • Repaving impacted sections of the roadway
  • Relocating a sewer manhole out of the stream
  • Relocating the existing water line upstream of the proposed culvert for improved access

This project will result in the temporary street closure of Two Creeks Road between Planetree Lane and Selwyn Lane for several months during construction. The road will be closed to through traffic but access to properties will be maintained throughout the project. 

Schedule: As of June 2, 2020, this project is substantially complete and Two Creeks Road is open to through traffic.

Vinecrest Court Storm Drainage Improvements

Overview: This project focuses on improving the street storm drainage at Vinecrest Court in the Lochmere Village Subdivision. The existing street storm drainage system does not adequately drain the street during heavy storm events, limiting access to homes in the cul-de-sac. The project is supported with Street Drainage Improvement funds.

Details: The primary components of this project include:

  • Upsizing the existing street storm drainage pipes
  • Adding several street storm drains to provide adequate street drainage
  • Repaving the impacted section of the roadway
  • Extending storm drainage pipes to capture runoff prior to washing into the street.

This project will result in partial street closures throughout construction.

Schedule: This project is in design and is scheduled for construction winter 2020.
